US may [wink wink will] add shots for swine flu to fall regimen

Step right up and get your incredibly rich dose of propaganda here so that you will be ready to step right up and get your poison shotS this fall. THREE shots. We have lots of people that need to make money off of killing your sorry asses you useless eaters you ha. - Ed.

The Obama administration is considering an unprecedented fall vaccination campaign that could entail giving Americans three flu shots -- one to combat annual seasonal influenza and two targeted at the new swine flu virus spreading across the globe.

If enacted, the multibillion-dollar effort would represent the first time that top federal health officials have asked Americans to get more than one flu vaccine in a year, raising serious challenges concerning production, distribution and the ability to track potentially severe side effects.

Typical Psychopathic Whine: We can't be held responsible for what we do we have No Choice!

The world has no choice but to compare the threat posed by Iran now to that of Nazi Germany before the Second World War, President Shimon Peres told U.S. President Barack Obama in Washington on Tuesday.

"Iran is a threat not just to Israel, but to the whole world. As Jews, after being subjected to the Holocaust, we cannot close our eyes in light of the grave danger emerging from Iran," Peres said.

"If Europe had dealt seriously with Hitler at that time, the terrible Holocaust and the loss of millions of people could have been avoided. We can't help but make the comparison."

Israel would inform, not ask US, before hitting Iran

"Israel would seek forgiveness, not permission."

A retired Israeli general who advises the government on strategic issues suggested there was a tacit synchronicity in recent messages about Iran from Israel and the United States:

"The Israeli threat adds urgency to Obama's calls for diplomatic engagement, and should Israel take things into its hands, the Americans retain wriggle room, some deniability."

Insiders selling at a furious pace

by Joe Weisenthal

Last week there was a report that corporate insiders were selling at a faster rate that at any time since October, 2007 -- right near the top of the market.

Well, the market's only raged higher since then and insider selling is only getting more intsense.

The Pragmatic Capitalist has aggregated recent insider transactions. As you can see from his data collected (unfortunately the tables won't fit here, do click over), insider sales dwarf insider buys both in frequency and in volume. Insiders are selling their stocks in multi-million dollar blocks, while the few buys are much smaller.

If nothing else, it means that a lot of executives probably saw the abyss (a violent drop from the ranks of the wealthy to poor) and want to de-risk to ensure that no matter what happens to their stock, they've taken some skin out of the game.

Klaus vetoes Czech approval of Lisbon Treaty

The Czech President Vaclav Klaus said he would not ratify the Lisbon Treaty after it was approved by the senate yesterday, raising a new obstacle to plans to reform the EU.

Mr Klaus explained that he would not sign the treaty because of its rejection by Irish voters last year and an expected court challenge in the Czech Republic.

"The Lisbon Treaty is dead for this moment," said President Klaus. "It is dead because it was rejected in a referendum in one member state. Therefore, a decision on ratification of this treaty is not on the agenda at this point."

Ireland plans to hold a new vote later this year on the EU's charter for reform. Yesterday the Czech senate voted 54-20 to ratify the treaty which is meant to simplify decision-making in a union that has grown from 15 to 27 members over the past five years. Mr Klaus and lawmakers among the ruling right-wing Civic Democrats claim that the treaty takes away sovereignty and is a step towards a European superstate.

Bilderberg group plans world depression

Delving into a world once shrouded in complete mystery and impenetrable security, this investigative report provides a fascinating account of the annual meetings of the world’s most powerful people—the Bilderberg Group. Since its inception in 1954 at the Bilderberg Hotel in the small Dutch town of Oosterbeek, the Bilderberg Group has been comprised of European prime ministers, American presidents, and the wealthiest CEOs of the world, all coming together to discuss the economic and political future of humanity. The working press has never been allowed to attend, nor have statements ever been released on the attendees' conclusions or discussions, which have ramifications on the citizens of the world. Using methods that resemble the spy tactics of the Cold War—and in several instances putting his own life on the line—the author did what no one else has managed to achieve: he learned what was being said behind the closed doors of the opulent hotels and has made it available to the public. This second edition includes an entirely new chapter and updated information on topics such as an earlier attempt to break up Canada and the portents of a North American union.

Crisis as a way to build a global totalitarian state

by Olga Chetverikova

As the world teeters on the brink of financial disaster, leaders are calling for a new world order. As early as the late 1990s, David Rockefeller, author of the idea of private power that is due to replace the governments, said that the world was on the threshold of global changes. He invoked the need of "some large-scale crisis that will make people accept the new world order..." Is the current crisis being used as a mechanism to stoke civil fear and unrest, inducing people to succumb to a system of transnational private power? Olga Chetverikova believes we are in the final stage of that long-time planned ’global control’ agenda.

Researchers question nature, cause and treatment of swine flu outbreak

Johnson explains that other readers and researchers have contacted him over the last few days and he points out the failure of the media to report some extremely suspicious facts. “One example is that on 19 Mar 2009, almost 1 month before the outbreak, ‘Medical News Today’ reported that a French Pharmaceutical Company, Sanofi Aventis ‘Invests 100 Million Euros In New Facility In Mexico To Produce Seasonaland Pandemic Influenza Vaccine’. Additionally, another researcher alerted me to a local paper’s story - dated 06 Apr 2009 - 11 days before the first Mexico case appeared - entitled ‘Flu pandemic could kill up to one in 80’. This article discusses the stock piling of surgical masks and gowns. It almost seems like someone knew this was coming!”

A good methodology, in contrast, had little impact on such factors. The study also found few studies providing good evidence that the flu vaccine is actually effective.

On Oct 16, 2004 AD, President Bush signed into law the global anti-Semitism review act; which is quite interesting. The United States state Department list the following sets of beliefs as being anti-Semitic.

1. Any assertion that the Jewish community controls government, the media, international business and the financial world is anti-Semitic.

2. Any strong anti-Israel sentiment is anti-Semitic.

3. Virulent criticism of Israel’s leaders, past or present, is anti-Semitic.

AIPAC HEARTS MAHMOUD, really they do

From Mondoweiss:

Two pro-Israel speakers at the AIPAC policy conference said yesterday that Mahmoud Ahmadinejad, the bete noir of the lobby, is also a boon to the lobby; for if the Iranian President is not reelected next month, AIPAC's case against Iranian nukes will be damaged.

At a breakout session on the Iranian elections, Ilan Berman, vice president of the American Foreign Policy Council, said of the Iranian government:

“You have those cross-chains of command, where the Supreme Leader [Ali Khameini] is in charge of all foreign and defense policy in the Islamic republic, and the president is very much on the sideline. There’s been discussion for four or five years now about how powerful or powerless Ahmadinejad is. We know that he’s the gift that keeps on giving. He keeps telling us that he wants to kill us, and therefore, we have to take him seriously. But can he actually do what he says? And the answer is… we don’t know.”

Later a questioner raised the issue again. What if Ahmadinejad is defeated in June's election and replaced by “someone less inflammatory”-- what would that do to efforts to publicize Iran’s threat?

Ken Pollack of the Saban Center of the Brookings Institution acknowledged the concern. Throughout the panel, Pollack had struck a hawkish stance in line with the AIPAC position of stiff sanctions to hurt the Iranian economy if Iran goes ahead with nukes. He said:

“There is that issue out there, there is definitely that risk. [OH NOES!!!! - ed.] [Someone in the Bush administration, name unintelligible] would say that Ahmadinejad was the best diplomat we had out there. Because every time he opened his mouth, he drove another country into our camp. And if we get somebody who basically is pursuing the exact same policies but doing so in a less inflammatory manner, that may make things even more difficult… to get countries on board with the kind of sanctions and kind of pressure [we need to bring to bear]... Without Ahmadinejad it will be an even more challenging task.”

Swine Flu hysteria diverts attention from Israeli spying

Encompassing roughly the same time frame as the Six Day War that began with Israel’s sneak attack on her Arab neighbors in 1967 (and responsible for all the current mayhem in the Middle East today) the American people suffered a similar event the last week of April with long-term effects just as devastating to their national health as Israel’s occupation of those same lands she stole some 4 decades ago.

The difference between the two however is that with Israel’s recent sneak attack against America, the outcome was not simply the capturing of a few small pieces of heavily-populated pieces of real estate as occurred in 1967. Rather, it was the capture of the entire military/intelligence apparatus of the United States that–absent some substantive and successful counter-attack–will inevitably result in all life on the planet being threatened in a manner never before seen in history.

Fever Pitch: Obama-Clinton Dream Team Breeds Nightmare in Pakistan

by Chris Floyd

The headline from McClatchy says it all: "Pakistani Army Flattening Villages as it Battles Taliban."

This is exactly what the hot-blooded humanitarian interventionists in the Obama Administration have been demanding: that Pakistan "take the fight" to the Taliban forces that, according to such world-historical savants as Hillary Clinton and the President himself, are posing an existential threat not only to Pakistan but even to the sacred Homeland itself.

Last month, when a faction of the Pakistani Taliban (which is not be equated with the Afghan Taliban, but is anyway, repeatedly and deliberately, by the media and political classes) took temporary control of Buner, a city 60 miles from the Pakistan capital of Islamabad, the American power structure went into its customary all-out panic mode, urging the fragile Pakistani government to quit signing peace deals and ceasefires with the sectarian and tribal groups on its frontiers and instead "take action" against them pronto -- before they launch cruise missiles into the Mall of America from their floating space platforms....or something.

(To digress: One likes to think that these continual hissy fits of arm-waving alarm are merely cynical ploys to help advance militarist policies and war-profiteering schemes, but who knows? Maybe our fearless leaders really are a bunch of witless, ignorant cowards. Either way, the results are the same: more war -- and more war powers -- more death, more suffering, and more ever-profitable destabilization.)

How does it work? How do these people escape the consequences of accountability? Are we talking about the possible use of blackmail by the Executive Branch against Congressional representatives, as if the days of J. Edgar Hoover were never over? Cases such as NSA illegal eavesdropping come to mind, when Congressional members were briefed long before it became public, yet none took any action or even uttered a word; members of both parties. Or is it more likely to be a case of secondhand blackmail, where members of Congress watch out for each other? Or, is it a combination of the above? And now onto Israel and foreign policy fiascos taking place while you are busy worrying about swine flu

1. Bibi to prioritize Iran issue at Obama meeting [because Bibi sets the priorities - ed.]
Netanyahu, at his May 18 meetings in Washington with US President Barack Obama and US Secretary of State Hillary Clinton, intends to prioritize the Iran threat over talks on potential negotiations with Syria or Lebanon and even over the Palestinian issue.

2. Who is this Michael Oren person, Israel's new ambassador to Washington? He is Mossad, so Watch Out he looks dangerous as hell. Both of these excerpts are from the Jewish perspective.

http://europebusines.blogspot.com/2009/05/mossads-ambassador-to-washington.html
What my correspondents didn't know was the Oren was not a nobody in the Israeli establishment, he was a Mossad, at least, asset, and probably much more than that. And the Mossad has decided to primp and prime him as a future Prime Minister for their purposes, though not necessarily for Israel's good.

Also this: http://elliotjager.com/2009/05/israels-next-ambassador-to-united.html
Prime Minister Binyamin Netanyahu and Foreign Minister Avigdor Lieberman jointly made the selection, which will take effect in time for Oren to accompany the premier to Washington for his May 18 meeting with President Barack Obama.

THE Washington ambassadorial job is arguably Israel's most important diplomatic posting.

Naturally, it entails representing our government. But it also requires the ambassador to ensure that the prime minister understands which way the wind is blowing at the White House, Foggy Bottom and on Capitol Hill. Moreover, the ambassador is the face of Israel to the American people.

...
Here at last is a figure at ease on the public stage, someone who knows what he's talking about and can speak to Americans in their own language.

We at The Jerusalem Post take pride in the appointment of a fellow Anglo, a reconfirmation of what immigrants can achieve in Israel. For in Oren we have an American who came here, served in an elite unit, and then worked tirelessly to improve the way the world understands our country and the region.

3. Iran questions wisdom behind new US threats

Iranian Foreign Ministry spokesman Hassan Qashqavi has questioned the wisdom behind a US Congress initiative to choke off gasoline supplies to the oil-rich country.

Despite claims of seeking a new beginning with Iran, the US government has threatened the Tehran government with further unilateral sanctions should potential negotiations over the country's disputed nuclear program fail.

Congress is currently considering a bill, the Iran Diplomatic Enhancement Act, which has the backing of 25 senators and seeks to punish non-US firms for supplying gasoline to Iran -- which imports about 40 percent of its gasoline demand.

The legislation, which has the strong support of the powerful American Israel Public Affairs Committee (AIPAC), seeks to target five major European firms -- the Swiss firm Vitol, the Swiss/Dutch firm Trafigura, the French firm Total, Switzerland's Glencore and British Petroleum -- and the Indian firm Reliance, according to the Jewish Telegraph Agency.

4. Lo and Behold, Iran launches airstrikes on Iraqi villages

Iranian aircraft attacked three villages inside Iraq over the weekend. The airstrikes — Iran’s first on Iraqi soil since the U.S. invasion — could complicate the Obama administration’s efforts to normalize relations with Tehran.

“The bombardments appeared to have targeted the Party of Free Life of Kurdistan (PJAK), an Iranian Kurdish separatist group which has launched attacks on Iran from rear-supply bases in the mountains of northern Iraq,” AFP reports. Iran has attacked the Kurdish group before, with artillery. But this is the first time the Iranians followed up, with assaults from the air.

“The incident comes a week after reports of a clash between Iranian police officers and suspected PJAK fighters in the country’s western province of Kermanshah,” Al-Jazeera reports. “At least 10 policemen and 10 fighters were killed in the gun battle.”

Details on the airstrikes remain sketchy. [oh i bet] Voice of America says the attacks were carried out by helicopters, which remained in Iranian airspace. Al-Arabiyah television, on the other hand, says it was “Iranian planes [that] raided those villages.”

It is a serious development because the Iraqi airspace is under the control of the US Air Force and under US protection. So the raids are either approved by the United States, as was the case when a US nod was previously given to the Turkish Army, or such operation was a surprise by the Iranians. According to eyewitnesses, the planes were flying at very low altitudes, which may indicate that they were trying to escape detection by radars. So these planes were able to attack many locations. Eyewitnesses and official Kurdish sources said that the raids were carried out by fighter jets and not helicopters.

In February, American fighter jets shot down an Iranian drone flying over Iraq. Such an incursion would’ve likely provoked an angry response from the previous administration. But the reaction to the drone incident was muted — perhaps in the interest of keeping the dialogue with Tehran going. [The dialog that's not going so well (see above)? The dialog that has to fail so that Israel can get it's war with Iran on? - ed.]

5. And meanwhile, things are heating back up in Georgia, which you *are* supposed to know because it was in the LA Times.

Reporting from Moscow -- A Georgian tank battalion mutinied on Tuesday, government officials said, describing the the rebellion as part of an abortive, nationwide coup funded by Russia in an effort to undermine the U.S.-backed president. [a puppet of Israel -- ed.]

As forces ringed the rebel base to seal it off and tanks rumbled toward the mutiny from Tbilisi, the government announced that it had thwarted a widespread military rebellion. A former, Soviet-era special forces commander was arrested on charges of orchestrating the coup, an Interior Ministry official said, and at least one other alleged organizer was being sought.

Georgian officials immediately accused Russia of masterminding the uprising, and said it was timed to undermine controversial NATO military exercises set to take place in Georgia on Wednesday.

WHO head indicates full flu pandemic to be declared

MADRID/GENEVA (Reuters) - The World Health Organization is likely to raise its flu alert to the top of its six-point scale and declare a pandemic, its director-general indicated in an interview published on Monday.

In remarks setting the scene for another alert increase, but without saying when, WHO chief Margaret Chan warned against over-confidence following a stabilization in the number of new cases of the H1N1 strain that has proved deadly in Mexico.

"Level 6 does not mean, in any way, that we are facing the end of the world. It is important to make this clear because (otherwise) when we announce level 6 it will cause an unnecessary panic," she told Spanish newspaper El Pais.

"Flu viruses are very unpredictable, very deceptive ... We should not be over-confident. One must not give H1N1 the opportunity to mix with other viruses. That is why we are on alert." [mmm hmm]

Of the 20 original cases detected in Mexico, half of them managed to jump in to a plane to be detected in foreign countries, statistically speaking, it would follow that of the 100 million Mexicans, half of them ( 50,000,000 ) jump into a plane any given day.

Of the cases of H1N1 (to protect the name of pigs, not the Mexicans)in foreign countries, some of them have not been to Mexico, but 1 of them speaks Spanish "from Spain", and the rest are Mexicans, this virus seems to take a look at the host passport before the deadly attack, and sometimes over reacts by the host's "peculiar accent".

Medical authorities in Mexico say they haven't confirmed deaths due to "this particular" mutation virus, or at least, no documents or proof has been given to the medical media "yet" to show what, who, when, how such cases were detected.

But in Switzerland, a box with swine flu exploded in a train with 200 people, apparently no Mexicans were on board because everyone was unaffected. The easy diagnosis of the Swiss: "this particular mutation of swine flu is not dangerous".

Normal influenza kills half a million people every year world wide without counting natural deaths complicated by fever, colds, and flu, yet, "this particular" virus is easily detected by doctors and well diagnosed even if the WHO claims its symptoms are the same as normal influenza and the U.S. CDC "doesn't know exactly what they are dealing with" according to CNN.

The E.U. URGES the population not to panic, and URGES the governments to prepare for global pandemic level 6.

When "experts" are asked about the above questions, the CDC, WHO, and medical journalists (by extreme stretch of the words?), usually answer: " there is still so much to learn abut this "particular virus".

... u bet!

The Spanish Influenza Epidemic of 1918 was caused by vaccinations

As has been stated before, all medical and non-medical authorities on vaccination agree that vaccines are designed to cause a mild case of the diseases they are supposed to prevent. But they also know and admit that there is no way whatsoever to predict whether the case will be mild or severe - even deadly. With this much uncertainty in dealing with the very lives of people, it is very unscientific and extremely dangerous to use such a questionable procedure as vaccination.

Many vaccines also cause other diseases besides the one for which they are given. For instance, smallpox vaccine often causes syphilis, paralysis, leprosy, and cancer. (See the chapters on smallpox and plagues.) Polio shots, diphtheria toxin-antitoxin, typhoid vaccine, as well as measles, tetanus and all other shots often cause various other stages of disease such as post-vaccinal encephalitis (inflammation of the brain,) paralysis, spinal meningitis, blindness, cancer (sometimes within two years,) tuberculosis, (two to twenty years after the shot,) arthritis, kidney disease, heart disease (heart failure sometimes within minutes after the shot and sometimes several hours later.) Nerve damage and many other serious conditions also follow the injections.

For the truly credulous who listen to NPR

Even though health officials are calling this new virus H1N1, that's also the type of virus that's in wide circulation today. And it has an interesting history. It was the dominant flu virus through the 1920s, '30s and '40s. Oxford says it disappeared in 1957, when it was displaced by another flu virus. But then a strain of H1N1 suddenly reappeared in 1977.

"Now where could it have come from?" he asks. "We reckon now, in retrospect, it was probably released accidentally from a laboratory, probably in northern China or just across the border in Russia, because everyone was experimenting with those viruses at the time in the lab."

It was nothing malicious, Oxford believes, just some flu vaccine research that broke out of containment. The descendents of this virus are still circulating. He notes that most people who have encountered the newly emerged H1N1 virus seem to have developed only mild disease, and he speculates that's because we have all been exposed to a distant cousin, the H1N1 virus that emerged in the 1970s.

Oh look, it's Matching Armchairs LIVE! Yay! I believe this is the first MAPO since Condi left Foggy Bottom, so it's historic, I guess.

But it seems that all anybody wants to ask Condi about these days is torture, which is icky and totally rude because it makes her uncomfortable. This time it was a fourth grader who wanted to ask the question newspapers refuse to ask, and as you can see, it made Condi's meet-children-cute thing a little tense:

DHS lists "alternative media" as potential terrorists

Pfft. Bite me. - Ed.

Excerpt:

In the same breath as radical Cuban Communists, the “decentralized terrorist movement,” “lone terrorists,” “racist skinheads” and the Mexican separatist movement, we find an entry for “alternative media,” alongside the blurb, “a term used to describe various information sources that provide a forum for interpretations of events and issues that differ radically from those presented in mass media products and outlets.”

That’s right folks - the federal government is training its enforcers that people who don’t believe everything they see on Fox News, CNN or read in the New York Times are to be treated as a “threat” and a potential violent domestic terrorist.

Who is on the hook for Harman's troubles now?

If more people thought about the parallel tracks and the meta-narratives, we could make some progress. - Ed.

Did the people -- whoever they may be -- who leaked details about Rep. Jane Harman's wiretapped conversation with a suspected Israeli agent, break the law?

Parallel Tracks

So, what does it all mean? That's the harder question.

Among reporters and observers, two parallel ways of approaching the story -- what we might call the "face-value" track, and the "meta" track -- have quickly emerged.

Swine flu may merge with other flu viruses, CDC says

May 3 (Bloomberg) -- Swine flu’s potential to reconfigure its genetic material and become more deadly is a “major concern,” said Anne Schuchat, a scientist with the U.S. Centers for Disease Control and Prevention.

The prospect of what is called reassortment is keeping Schuchat and health officials worldwide on the alert even as the newest outbreak has proved itself to be relatively mild outside Mexico, where 19 of the 20 confirmed deaths were reported. Human cases of the disease have been confirmed in 30 U.S. states and 19 countries, according to the CDC and the World Health Organization, a global agency that may declare a pandemic.

CNN (PSYOPS): UN wary of second wave of swine flu

Is this a prediction? A threat? Fear mongering? All of the above? - Ed.

MEXICO CITY, Mexico (CNN)
-- A shutdown of public venues in Mexico City is likely to be lifted by Wednesday, despite caution by U.N. health officials that a second wave of the swine flu virus could "strike with a vengeance."

SOTT: pandemic distracts as world gov picks a fight

Batten down the hatches, grab your flimsy face mask!

Just as Sott.net editors were putting the finishing touches to the April's edition of 'Connecting the Dots' (a fairly standard month as months go here on the BBM), within the last five days the world has been brought to the brink (of what we are not quite sure) by something called "Swine Flu". At least, that's the impression you get when reading recent headlines. But as Sott.net readers know, there is always more to these episodes of mass hysteria than meets the eye!

Look further back into the month and you will see enough clues to figure out the nature of what we may safely call a World Government. Pay attention to details in the United States, the United Kingdom and elsewhere, and you may distinguish manufactured social and political conflicts. Consider it all within the context of Mother Nature's mysteries. Indeed, there is much to comment about this month. But, in the spirit of traditional journalism, let's start with the major headlines...

Obama promises to spend billions

During his Saturday PR video, Barack Obama told us not to worry, the government will do all it can to protect us from the H1N1 virus. The government will dish out to the states drugs from the so-called Strategic National Stockpile (SNS), a large cache of antibiotics, chemical antidotes, and antitoxins purchased by the taxpayers from Big Pharma.

Swine flu less dangerous than normal flu

After a friend of mine came down with a severe dose of some kind of terrible flu and I nursed him back to health, guess what happened next? Yeah, I got sick too. Really sick. “OMG, now I’ve got swine flu!” I whined — in between trips to the bathroom.

But in my more lucid moments, I managed to do some research on the subject (as we all know, Google is the poor man’s health insurance). Just how serious IS swine flu? I know that I am feeling like heck-warmed-over right now, but let’s put this thing into perspective. According to my friend Joe Thompson who loves sending me statistics, within one year in America over 61,000 people will die of pneumonia. One out of every 20 who contract pneumonia will die. And since January of this year alone, over 1,300 people have died from ordinary flu. But only one person has died from swine flu.

Lithium in Water 'curbs suicide'

It may, or it may not. I guess they don't know yet. But hey, what could possibly go wrong? - Ed.

Drinking water which contains the element lithium may reduce the risk of suicide, a Japanese study suggests.

Researchers examined levels of lithium in drinking water and suicide rates in the prefecture of Oita, which has a population of more than one million.

The suicide rate was significantly lower in those areas with the highest levels of the element, they wrote in the British Journal of Psychiatry.

High doses of lithium are already used to treat serious mood disorders.

But the team from the universities of Oita and Hiroshima found that even relatively low levels appeared to have a positive impact of suicide rates.

Levels ranged from 0.7 to 59 micrograms per litre. The researchers speculated that while these levels were low, there may be a cumulative protective effect on the brain from years of drinking this tap water.

Psychopath UAE Sheik, the tip of the iceberg

Sheikh Issa bin Zayed al-Nahyan, a member of the royal family in the United Arab Emirates, is under investigation following the release of a video which depicts him torturing a man.

Most Israeli Jews think attacking Iran is a good idea

A large majority of Israeli Jews support military action aimed at destroying Iran's nuclear facilities, according to a survey sponsored by the Anti-Defamation League.

According to the poll, co-sponsored by the Begin-Sadat Center for Strategic Studies at Bar-Ilan University, a large majority of those who support a move by the army said they would maintain their support even if the Obama administration opposed it.

An overwhelming majority also said they believed close relations with the United States were essential for ensuring Israel's security. [Uh duh.]

'Draconian' powers seen to contain swine flu

MELBOURNE, Australia (AFP)Regional governments can invoke "draconian" powers if [when] the swine flu virus reaches a worst-case scenario, from monitoring people in their own homes to seizing control of entire economies.

The SARS and bird flu scares of recent years have led many countries to develop pandemic action plans which involve sweeping powers aimed at containing the spread of disease among their populations.

Some have already been introduced as the World Health Organisation (WHO) steps up warnings of an imminent A(H1N1) flu virus pandemic. [helpfully working on 'when']

In Hong Kong the first confirmed case of swine flu in Asia was recorded Friday after a Mexican man who arrived via Shanghai tested positive.

Authorities moved quickly to quarantine for seven days more than 300 guests and staff at the Metropark Hotel, where the patient had briefly stayed.

"Since this is the first case in Hong Kong we must be very careful as the chance of controlling and containing this infection is limited, we will try to be more draconian in our policy," said Health Secretary York Chow.

China has made similar moves in tracking down passengers who were on the same flight to Shanghai as the Mexican national, drawing criticism from Mexico that it has taken "unjustified" precautions.

Before discovering the first case, Hong Kong had signalled its preparedness to close down all schools and converted a holiday camp into a quarantine centre where possible sufferers will be sent in a bid to contain any mass outbreak.

Meanwhile Australia has also approved the isolation of suspected sufferers against their will.

The new powers have not yet been used and Health Minister Nicola Roxon stressed that they were only precautionary, but they still remain an option if needed.

"We want to make sure that all the powers are there, that we are ready to act if [when] this takes a dramatic turn for the worse," she said this week.

Australia's pandemic action plan, a draft of which is publicly available on the Internet, reveals the government potentially has recourse to even more extreme measures should the threat escalate.

The plan, which was updated in April, allows for "extraordinary measures" including the power to manage the supply of goods and services, giving it effective control over the economy.

Roxon was unable to detail what punitive measures could be taken against people who disobey government directives but the plan talks of maintaining public trust "through visible and effective security and law enforcement".

In Singapore, changes made to the Infectious Diseases Act during the 2003 SARS outbreak allow officials to order suspected sufferers to stay at home or face a potential jail term.

Health authorities can install an electronic camera in the home of someone under quarantine and order them at random intervals to show their presence.

Failure to comply can attract a six month prison sentence for a first offence, rising to 12 months for a second.

Home Affairs Minister Wong Kan Seng said Singapore did not see the flu crisis as a police enforcement issue.

"No, we will not put out our police forces just to go and deal with the issue ... we have plans for the scenarios that we face but at the same time, we must also deal with issues calmly, (there's) no point panicking," she said.

Two common goals of the powers available to governments are isolating those believed to have the virus and preventing the congregation of large crowds which could help it to spread.

Japan has ordered hospitals to set up "fever rooms" and said it will ask schools to close, groups to cancel non-essential gatherings, and companies to cut back operations, reserving the right to make the measures compulsory if a major outbreak occurs.

The Australian government's term for such preventative action is "social distancing" and the pandemic action plan concedes it would have a major impact how people go about their lives.

"(It) could include considered closure of places where people gather, such as child care facilities, schools, community centres, cinemas and nightclubs; cancellation of major sporting events such as football matches; and changing public transport arrangements," the plans said.

However, Roxon conceded that preventing the swine flu virus reaching Australia may prove impossible, no matter what powers the government invoked.

"Developments overseas indicate that this flu is indeed moving fast and we are conscious that, whatever steps we take, it may not be possible to stop this disease coming into Australia," Roxon told reporters.
