Washington Post: President Obama declares H1N1 flu a national emergency

President Obama Saturday declared the H1N1 flu a national emergency, clearing the way for legal waivers to allow hospitals and doctors offices to better handle a surge of new patients.

The proclamation will grant Secretary of Health and Human Services Kathleen Sebelius the power to authorize the waivers as individual medical facilities request them, officials said.

It says that Obama does "hereby find and proclaim that, given that the rapid increase in illness across the Nation may overburden health care resources and that the temporary waiver of certain standard Federal requirements may be warranted in order to enable U.S. health care facilities to implement emergency operations plans, the 2009 H1N1 influenza pandemic in the United States constitutes a national emergency."

White House officials downplayed the dramatic-sounding language, saying the president's action was not prompted by a new assessment of the dangers posed to the public by the flu.

Instead, officials said the action provides greater flexibility for hospitals which may suddenly find themselves confronted with a surge of new patients as the virus sweeps through their communities.

"The H1N1 is moving rapidly, as expected. By the time regions or healthcare systems recognize they are becoming overburdened, they need to implement disaster plans quickly," White House spokesman Reid Cherlin said Saturday.


The waivers authorized by the president's actions still require individual requests by the hospitals, Cherlin said.

"Adding a potential delay while waiting for a National Emergency Declaration is not in the best interest of the public, particularly if this step can be done proactively as we are doing here," he said.

If granted a waiver, hospitals would be freed from some regulations that guide their behavior during normal day-to-day operations. Cherlin provided the following example:

"Requirements under the Emergency Medical Treatment and Active Labor Act would prohibit hospitals from certain rapid triage or sorting activities and prevent the establishment of off-site, alternate care facilities that could off-load emergency department demand," he said.



Florida plan advises hospitals to bar some patients in event of severe flu epidemic: Florida health officials are drawing up guidelines that recommend barring patients with incurable cancer, end-stage multiple sclerosis and other conditions [unspecified - ed.] from being admitted to hospitals if the state is overwhelmed by flu cases.

The plan, which would guide Florida hospitals on how to ration scarce medical care during a severe flu outbreak, also calls for doctors to remove patients with poor prognoses from ventilators to treat those who have better chances of surviving. That decision would be made by the hospital.

Public health experts praised the move, saying it was an important precautionary step that could help hospitals and other first responders care for large numbers of sick people as the outbreak continues.

"We know a number of hospitals are already experiencing high but manageable loads. It's not a stretch to imagine that hospitals could be strained," said Jennifer Nuzzo of the University of Pittsburgh's Center for Biosecurity. "It's a just a precautionary move so if need be we can focus on the care of patients rather than focus on administrative hurdles. In disasters, you often don't have the time or luxury to keep the paperwork in order. You want hospitals focusing on patients."

Others agreed, likening the move to getting snow plows and salt supplies ready before a large snow storm.

"You get ready -- make sure everything is battened down," said Arthur Caplan, a University of Pennsylvania bioethicist.


But Caplan was concerned that the dramatic language could create unnecessary anxiety, in the same way that the World Health Organization's progressive elevation of pandemic alerts last spring caused widespread concern.

"From the point of the view of the public, I think it's, 'Holy cow,' " Caplan said. "It gets heard very differently."

The declaration could sharply increase demand for the vaccine, which is becoming available much more slowly than originally expected.


"I've already gotten a couple of calls from people today asking, 'Where can I get the vaccine?' whereas yesterday it was, 'I don't want that vaccine,' " Caplan said. "I'm worried about people getting panicky and vaccine being diverted away from those who need it most."


Said David P. Fidler, a professor of law at the University of Indiana, "The declaration has political implications in that it will intensify scrutiny of the federal government's preparedness and response for this kind of event (e.g., are we seeing a nationwide microbial Katrina unfolding, or are the CDC and DHHS, in fact, doin' a heck of a job).


"I also wonder whether the increasing impact of H1N1, coupled with the presidential declaration, will make the U.S. move more slowly in sharing the H1N1 vaccine it promised to donate to developing countries . . . especially in light of all the problems being experienced with access to the vaccine in the U.S. now and for the foreseeable future," Fidler said in an e-mail.


The federal Centers for Disease Control and Prevention reported on Friday that the flu was spreading widely in at least 46 states and had already hospitalized at least 20,000 Americans. More than 1,000 confirmed deaths have occurred due to the virus and more than 2,400 additional deaths that were likely associated with it, officials said.

Health authorities are especially concerned about pregnant women, young adults and children. At least 95 children have already died from the virus, far more than usually die during an entire typical flu season.


Although officials had hoped at least 40 million doses of vaccine would be available by this time, production problems have delayed the federal government's massive inoculation campaign. Only about 16 million doses have become available so far.

1. Iran: Uranium deal will expose West

Iran says the yet to be signed uranium deal with the West will be a test of the participating countries' commitment to peaceful nuclear work.

"The Vienna talks are a new chapter in cooperation between Iran and the other participating states… We will be waiting to see whether they will stay true to their words and promises," Tehran's envoy to the UN nuclear watchdog told Al-Alam news channel.

"The International Atomic Energy Agency (IAEA) will be a witness to the other states' behaviors when it comes to technical cooperation on using nuclear energy for peaceful purposes," said Ali-Asghar Soltaniyeh.

Soltaniyeh had the interview with the Arabic news network on Wednesday night, following talks with diplomats from France, Russia and the US in Vienna on a deal to supply highly-enriched uranium for the Tehran research reactor.

2. Russia pledges to continue arms supplies to Iran

Russia on Thursday said it would continue military cooperation with Iran amid widespread unease in the West over Moscow's controversial contract to sell advanced anti-aircraft missiles to Tehran.

"The Russian Federation implements and plans to further implement the military-technical cooperation with the Islamic Republic of Iran in strict accordance with existing legislation and its international obligations," Russia's Federal Service for Military and Technical Cooperation said.

The service released a rare statement after the Interfax agency, citing a Russian government source, reported earlier this week that Iran had not yet paid Russia for the S-300 anti-aircraft missiles.

The source said no payments had been made because Russia's government has not given its final approval for the sale of S-300 missiles to Iran.

"We can't give comments regarding concrete plans or obligations with regards to existing contracts as it would mean becoming an unreliable partner (and) give potential competitors a chance to take advantage of the situation," the military service said.

Thursday's statement is likely to fuel further unease in the West over Russia's cooperation with Iran. Russia has so far refused to discuss tougher sanctions against Tehran, which the West suspects of seeking to obtain nuclear weapons.

3. EU official: Israel out of the loop on Iran talks

A senior European Union official told Israeli officials this week that Israel is not privy to the details of the exchanges between Iran and the Western countries regarding its nuclear program. "You do not understand the extent to which you are not in the picture. You do not know how much you do not know and what is happening in Iran," he said.

Accordingly, a number of senior Israeli officials backed the European official's statements by saying that the release of the draft of an agreement with Iran caught Israel by surprise.

However, a senior official in the U.S. administration told Haaretz Thursday that from the minute the talks began on a deal over the uranium enrichment program of Iran, Israel was updated on every detail by the United States, and was given detailed reports on the talks with the Iranians and the ongoing dialogue on a nearly daily basis.

The Prime Minister's Bureau refused to comment.

WASHINGTON -- Rising death threats against President Barack Obama are prompting a debate about the Secret Service's resources and duties, officials say.

Some within the Secret Service are advocating the agency be relieved of its duties to investigate financial crimes and concentrate instead on protection of government leaders in the wake of growing anti-government sentiment, The Boston Globe reported Sunday.

"If there were an evaluation of the service's two missions, it might be determined that it is ineffective ... to conduct its protection mission and investigate financial crimes," an internal report issued in August by the Congressional Research Service and obtained by the newspaper said.

A government official whose named was not reported told the newspaper Secret Service leaders are discussing making changes.

"This is a discussion going on not only in some quarters in Congress, but inside the Secret Service," the official said. "Should there be a re-look at the mission?"

Secret Service spokesman Special Agent Edwin Donovan told the Globe that though "there is no doubt the protection mission has grown" the agency can fulfill its missions.

1. Klaus suddenly more cooperative, welcomes Lisbon proposal

Czech president Vaclav Klaus today welcomed a proposal by the European Union presidency for removing his objections to signing the Lisbon Treaty, increasing the chances of it going into force.

The Czech Republic is the only EU member state which has not yet ratified the treaty.


The Czech government has been negotiating his demands with Sweden, which holds the EU's presidency until the end of the year, and wants to secure approval for the opt-out at an EU summit in Brussels next week.

"The president ... received the Swedish presidency's proposal which is a response to his request related to the Lisbon Treaty ratification in the Czech Republic," Mr Klaus's office said in a statement. "This proposal corresponds to what the president has envisioned and it is possible to work with it further."

Mr Klaus's office did not say what the proposal was.

The Swedish EU presidency did not immediately comment on MR Klaus's remarks. The European Commission, the EU executive, declined immediate comment.

Minister for European Affairs Stefan Fuele told a parliamentary committee the Czechs Republic wanted to be added to the list of countries that have an opt-out from the Charter of Fundamental Rights. The list includes Britain and Poland.

2. Czechs accept modified missile shield role

PRAGUE — The Czech Republic agreed on Friday to host elements of the reformulated American missile defense system after Vice President Joseph R. Biden flew here to patch up relations damaged when President Obama canceled plans to deploy a sophisticated radar station on Czech soil.

Jan Fischer, the Czech prime minister, said his country would participate in the new anti-missile shield, although neither he nor Mr. Biden gave details about how. Poland agreed during an earlier stop in Mr. Biden’s swing through the region to accept some of the mobile SM-3 interceptors at the heart of Mr. Obama’s reduced plan.


The deals securing Polish and Czech involvement in the new system may go a long way toward reassuring Eastern Europe of America’s continuing commitment to its security. Many in this region interpreted Mr. Obama’s decision to scrap former President George W. Bush’s missile defense system, which was to have been based in Poland and the Czech Republic, as appeasement of Russia, which had strongly objected to it as a threat to its own nuclear arsenal.

The plan advanced by Mr. Obama would use smaller, mobile SM-3 interceptors to counter short- and medium-range missiles, based at first aboard Aegis-equipped ships and later on land in Eastern Europe. Although Mr. Obama attributed the switch to the changing assessment of the Iranian threat and the availability of new technology, the decision was welcomed in Russia as a concession and bemoaned in Eastern Europe for the same reason.

1. Brit UN nuclear expert may have been murdered

A British nuclear energy expert who plunged 40 metres to his death at the United Nations’ (UN) building in Vienna may have been murdered, police said today (Thurs).

Timothy Hampton died on the spot on Tuesday after falling from a 17th floor window at the Vienna International Centre (VIC) - one of the UN’s three headquarters.

The UN confirmed the death of the 47-year-old – who was involved in disarmament negotiations with Iran as a member of the UN’s Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) – but refused to give any further information on the circumstances of the fatality.

A police spokesman told the Austrian Times today that investigators had not ruled out murder as no suicide note has been found.

"Whenever there is a case where others may have been involved we will investigate all the possible scenarios. Murder is one possibility, suicide another," the spokesman said.

He added investigators were waiting for the result of an autopsy.

UN staff told the Austrian Times yesterday that there had been a similar case just recently in which an employee died when he fell from a similar height at the landmark buildings in Vienna-Donaustadt.

2. secret files reveal covert network run by nuclear police

The nuclear industry funds the special armed police force which guards its installations across the UK, and secret documents, seen by the Guardian, show the 750-strong force is authorised to carry out covert intelligence operations against anti-nuclear protesters, one of its main targets.

The nuclear industry will pay £57m this year to finance the Civil Nuclear Constabulary (CNC). The funding comes from the companies which run 17 nuclear plants, including Dounreay in Caithness, Sellafield in Cumbria and Dungeness in Kent.

Around a third is paid by the private consortium managing Sellafield, which is largely owned by American and French firms. Nearly a fifth of the funding is provided by British Energy, the privatised company owned by French firm EDF.

Most of the nuclear force's officers are armed with high-powered guns and Tasers. The CNC has spent £1.4m on weapons and ammunition in the past three years.

The body that regulates the CNC is also funded by the nuclear industry. Four of the eight members of the Civil Nuclear Police Authority are nominated by the nuclear industry as its representatives. Those four are employed in the industry. The others – mainly former police officers – are deemed to be independent.

The force is authorised to send informers to infiltrate organisations and to conduct undercover surveillance under the Regulation of Investigatory Powers Act 2000 (RIPA). It is also permitted to obtain communications data such as phone numbers and email addresses.

The force keeps secret the extent of its clandestine surveillance operations on protesters and others. It has been collecting more intelligence in recent years.

Since 2007, the CNC has also been headed by an ex-intelligence official, rather than a police officer. Richard Thompson is reported to have been a senior officer in MI6. Rose noted Thompson "has extensive experience in the intelligence world, but has no previous police background".

The sources claimed that the company had arms deals with Blackwater and was importing heavy arms as well as ammunition for the US company for its ongoing illicit operations in Pakistan.

The sources said that Kestral Logistics was also involved in importing sensitive monitoring instruments for Blackwater, which had been installed at Sihala by the said security company to monitor activities of Khan Research Laboratories (KRL), Kahuta, as well as to keep an eye on the nuclear assets of Pakistan.

It has been learnt that Col (Retd) Shahid Latif and Mujahid, who run Kestral Logistics, manage weapons and such type of sensitive instruments for Blackwater with the support of US Embassy.

This scribe visited the industrial area himself and the suspicious activities of the warehouse employees made it quite evident that the company was involved in some extra-legal business. The warehouse has high walls, barbed wires and no signboard outside the boundary wall, making the activities of the house more doubtful.

Heavy security of the building was also witnessed as scores of security guards were deployed inside and on the main gate of the building. It is pertinent to mention here that even the people working in plainclothes inside the building were equipped with sophisticated weapons.

When the warehouse in charge was asked what kind of business they were running inside the building, he refused to answer, saying “I am not authorised to answer such type of questions” The people of the area were ignorant of the activities of the company and were also curious to know that what type of business activities were being done inside the building?

It is surprising that when the local police was contacted to know that if they had any information about the business activities of the company, the police was also unaware about that.
Habit Khan, additional SHO of Industrial Area Police Station said that the police was already conducting a survey about the complete details of business activities of all the warehouses of that area but he had no information about such activities of any warehouse involved in weapons’ trading business so far.

1. FBI puts crime boss Mogilevich on 10 most wanted list

WASHINGTON, October 23 (RIA Novosti) - The United States Federal Bureau of Investigation has put Ukrainian-born businessman Semion Mogilevich, an alleged organized crime boss also known as Sergei Shnaider, on its Ten Most Wanted list.

Mogilevich, who holds several citizenships including Russian, was arrested in central Moscow in early 2008 but released this year.

"Semion Mogilevich, a Ukrainian businessman, is charged in 40 economic crimes carried out in dozens of countries around the world, including bilking investors in a Philadelphia company out of $150 million. He is the newest addition to our Ten Most Wanted Fugitives list, and we are offering up to $100,000 for information leading directly to his arrest," the FBI said in a statement on its website.

Mogilevich has been on the wanted list of a number of countries for more than 15 years for alleged involvement in organized crime and corruption. Believed to control the largest Russian mafia syndicate, he is suspected of involvement in arms dealing, drug and sex trafficking, and money laundering.

He served two jail terms in the Soviet Union in the 1970s for illegal currency dealings and fraud.

The FBI said Moglievich "has his primary residence in Moscow, Russia. He is known to utilize a Russian passport, but may also possess Israeli, Ukrainian, and Greek passport."

He was arrested in January 2008 along with his business partner Vladimir Nekrasov, the head of cosmetics retailer Arbat Prestige.

Russian prosecutors said Mogilevich, going by the name of Sergei Shnaider at the time of his arrest, was behind a tax evasion scheme used by the store chain.

They were both released from custody in July this year and were subjected to a travel ban. The Russian Interior Ministry said the charges against Mogilevich and Nekrasov were "not of a particularly grave nature so investigators had no particular reason to keep them imprisoned."

Arbat Prestige was established in 1989 and opened its first retail outlet in 1998. The chain, which at one time had around 100 outlets throughout Russia and 20 in Ukraine, is now almost defunct, and is undergoing bankruptcy procedures.

3. not for the faint of heart: There's Something About Henry by David McGowan

"Henry is an unusual prisoner. He's been given a high security cell and a few special amenities ..."---Jim Boutwell, Sheriff of Williamson County, Texas

On June 30th of 1998, Henry Lee Lucas, arguably the most prolific and certainly one of the most sadistic serial killers in the annals of crime was scheduled for execution by the state of Texas. Given the advocacy of the death penalty by Governor George W. Bush, things clearly weren't looking good for Henry at that time.

Bush had not granted clemency to any condemned man in his tenure as governor. In fact, no governor of any state in the entire history of the country has carried out more judicial executions than has Governor George. At last count, the state of Texas had dispatched 130 inmates on Bush's watch.

So Texas was definitely not the place to be for a man in Henry's position. And considering the nature of Henry's crimes, it seemed a certainty that nothing would stand in the way of Henry's scheduled execution. There weren't likely to be any high-profile supporters, a la Karla Faye Tucker (though even personal appeals to Bush from the likes of Pat Robertson failed to dissuade the governor from proceeding on schedule with Miss Tucker's execution). Not likely because Henry's crimes were of a particularly brutal nature, involving rape, torture, mutilation, dismemberment, necrophilia, cannibalism, and pedophilia, with the number of victims running as high as 300-600 by some accounts - including Henry's own, at times - though this figure is likely inflated.

By all accounts though, Lucas, frequently working with partner Ottis Toole - a self described arsonist and cannibal - savagely murdered literally scores of victims of all ages, races, and genders. All indications were then that this was pretty much of a no-brainer for America's premier hanging governor. But then a most remarkable thing happened. On June 18, just twelve days before Henry's scheduled demise, Governor Bush asked the State Board of Pardons and Paroles, whose members are appointed by Bush himself, to review Henry's case. Strangely enough, eight days later the Board uncharacteristically recommended that Henry's execution not take place.

The very next day, just three days short of Henry's scheduled exit from this world, Lucas became the first - and to date only - recipient of Governor Bush's compassionate conservatism. The official rationale for this act of mercy was, apparently, that the evidence on which Lucas was sentenced did not support his conviction. There was a possibility that Henry was in fact innocent of the crime for which he was convicted. Never mind that many of the 130 death row inmates who did not get special gubernatorial attention prior to their executions had credible claims of innocence that were met with by nothing but scorn and mockery.

Did top US space scientist Stewart Nozette spy for Israel?

The short answer is, he did not. He was caught in an undercover sting operation in which an FBI agent posed as an Israeli spy. US officials have emphasized that the espionage charges filed Monday against Mr. Nozette do not implicate Israel itself.

The longer answer has yet to come, though, and is likely more complicated. Nozette clearly thought he was spying for Israel, according to a criminal complaint filed in US District Court. And US investigators first began tracking Nozette after they picked up indications he might be working for a foreign government.

"People who spy are motivated by ideology or money. You've got to run it to ground in either case to try and find out what was going on," says William Martel, an associate professor of security studies at The Fletcher School at Tufts University.

Why would Nozette even think Israel wanted an American spy? Historically, nations spy on each other if they feel they have a reason to do so, whether they are friendly with each other or not. That goes for the US as well as its allies.

"Countries are looking out for their interests," says Professor Martel, speaking generally and not specifically about the Nozette case.

But Israeli officials say their country ended any espionage against the US following the conviction of Jonathan Pollard, a former analyst for US Naval Intelligence, who was sentenced to life in prison in 1987 for spying for Israel. [HA HA HA HA HAHAHAHAHHAHAHa]


Among his more sensitive jobs was a stint as a physicist in the "O Division" of the Advanced Concepts Group at the Energy Department's Lawrence Livermore National Laboratory. He held a "Top Secret" security clearance from 1989 to 2006, according to the FBI.

"So any [sensitive work] that the US has done in space, I've seen," Nozette boasted to an undercover FBI agent during a lunch at the Mayflower hotel in September.

At that meeting, the FBI agent was pretending to be a representative of Mossad, Israel's espionage agency. Appraised of this, Nozette reacted with aplomb, according to a transcript of the conversation excerpted in the court complaint.

"I don't get recruited by Mossad every day. I knew this day would come, by the way," said Nozette, according to the FBI.

"How's that?," asked the undercover agent.

"I just had a feeling, one of these days," said Nozette in reply.

So, why did Nozette have that "feeling"? [oh why indeed?]

2. Ex-FBI translator [Sibel Edmonds] claims spying at DoD

In sworn testimony to attorneys on Aug. 8, Sibel Edmonds described a Pentagon where key personnel helped pass defense secrets to foreign agents or provided them names of knowledgeable officials who were vulnerable to blackmail or co-option.

And firmly rooted in this espionage program in the 1990s, according to Edmonds’ deposition, were two men who, with the election of George W. Bush as president in 2000, found themselves in the Pentagon: Douglas Feith, who would head the Office of Special Plans, and Richard Perle, who would become chairman of the Defense Advisory Board.

"They were 100 percent directly involved," Edmonds told "They were not in the Pentagon [in the late 1990s] but they had their people inside the Pentagon." One of those people, she said, was Larry Franklin, an Air Force officer assigned to the Office of Special Plans who, in 2003, passed classified information to representatives of the American Israel Public Affairs Office, or AIPAC. By then Feith was leading the OSP.

Edmonds cautioned that she does not know if these practices are continuing, since she was fired by the FBI in April 2002 after pressing for an investigation into an attempt by a colleague to recruit her for an organization that was itself a target of FBI surveillance.

Perle, today a fellow at the American Enterprise Institute and board member for or adviser to other think tanks, including the National Institute for Neareast Affairs and the Center for Security Policy, emphatically denied Edmonds’ claims in an interview with

“This woman is a nutcase. Certifiable,” Perle said. “She makes wild accusations. She was fired from her job, and has been on a vendetta against … imagined demons ever since.”

Feith, in an email to, said: “What I’ve read on the Internet about Ms. Edmonds’s claims about me is wildly false and bizarre.”

On Monday, a leading US scientist, Stewart Nozette, 52, was arrested for allegedly trying to pass classified secrets to Israel in exchange for cash.

Ormat signs Joint Venture Agreement for solar (PV) power systems

RENO, Nevada, Oct. 19 /PRNewswire-FirstCall/ -- Ormat Technologies, Inc.
(NYSE: ORA), announced today that its Israeli subsidiary, Ormat Systems Ltd.,
has signed a Joint Venture Agreement ("JVA") with Sunday Energy Ltd.
("Sunday"), an Israeli private company to develop, construct and operate
solar-photovoltaic ("PV") energy systems in Israel with a total capacity of 36

Under the JVA, Sunday will contribute the rights to all of its property and
roofs required to develop solar energy systems above 1 MW to special purpose

as the EPC contractor and the operator of each project in accordance with each

be sold to Israel Electric Corporation Ltd. under long-term power purchase
agreements (20 years) and will generate approximately $30 million in annual
revenues. The SPEs expect to finance their capital expenditure with 80%
Non-Recourse project finance debt.

One of the most remarkable aspects of the Obama Presidential agenda is how little anyone has questioned in the media or elsewhere why at all the United States Pentagon is committed to a military occupation of Afghanistan. There are two basic reasons, neither one of which can be admitted openly to the public at large.

Behind all the deceptive official debate over how many troops are needed to “win” the war in Afghanistan, whether another 30,000 is sufficient, or whether at least 200000 are needed, the real purpose of US military presence in that pivotal Central Asian country is obscured.

Even during the 2008 Presidential campaign candidate Obama argued that Afghanistan not Iraq was where the US must wage war. His reason? Because he claimed, that was where the Al Qaeda organization was holed up and that was the “real” threat to US national security. The reasons behind US involvement in Afghanistan is quite another one.

The US military is in Afghanistan for two reasons. First to restore and control the world’s largest supply of opium for the world heroin markets and to use the drugs as a geopolitical weapon against opponents, especially Russia. That control of the Afghan drug market is essential for the liquidity of the bankrupt and corrupt Wall Street financial mafia.


The second reason the US military remains in Afghanistan long after the world has forgotten even who the mysterious Osama bin Laden and his alleged Al Qaeda terrorist organization is or even if they exist, is as a pretext to build a permanent US military strike force with a series of permanent US airbases across Afghanistan. The aim of those bases is not to eradicate any Al Qaeda cells that may have survived in the caves of Tora Bora, or to eradicate a mythical “Taliban” which at this point according to eyewitness reports is made up overwhelmingly of local ordinary Afghanis fighting to rid their land once more of occupier armies as they did in the 1980’s against the Russians.

2. Iran nuclear fuel deal 'agreed'

Iran and three world powers have been handed a draft agreement aimed at reducing international concerns over Tehran's nuclear programme.

The International Atomic Energy Agency, which proposed the plan after talks in Vienna, wants an answer by Friday.

Details are yet to be confirmed, but the plan is believed to involve Iran exporting uranium to be enriched in France and Russia.

Iran's chief negotiator has not commented on the uranium export plan.

The negotiations have involved the UN, Iran, France, Russia and the US.

Israeli and Iranian officials discussed nuclear issues in the Middle East during a Cairo conference last month, according to media reports Thursday morning.

Israel Radio, however, quoted an Iranian nuclear official as denying the report. He said that there was no meeting, direct or indirect, between Israeli and Iranian officials. Reuters reported that the brief meeting took place during at Middle East disarmament conference on September 29-30. An Israeli official quoted by Reuters said that the exchange had taken place during an open session, when Iranian delegate Ali Ashghar Soltanieh had asked his Israeli counterpart, Meirav Zafary-Odiz a question about Israel's nuclear capabilities.

"She gave her answers, and later the Israeli delegation addressed a question in the same vein to the Iranians, which was answered," the official was quoted as saying. AFP quoted Israeli Atomic Energy Commission representative Yael Doron as confirming the meeting, which she said took place during a session organized by Australia. "These meetings were held behind closed doors," Doron was further quoted as saying. She did not give any additional details.

Also Thursday, French Defense Minister Herve Morin said that the French and Israeli armies regularly swap information on Iran's nuclear program.

"We have to know what's going on, so we exchange our information," Morin said. Morin was responding to a question on RTL radio Thursday about a reported Paris meeting two weeks ago between the French, Israeli and US armies. He did not respond directly to that claim, saying only that France consults "happily" with its partners.

Morin's comments, and news of the Israeli-Iranian meeting, broke a day after reports that Iranian negotiators had expressed support for a deal that - if accepted by their leaders - would delay Teheran's ability to build nuclear weapons by sending most of its known existing enriched uranium to Russia for processing.

Both the Prime Minister's Office and the Foreign Ministry had no comment on the development, saying it was premature to discuss, since all that was being talked about at this time was a draft.

Israeli assessments regarding a nuclear deal under negotiation with Iran is that it benefits mainly the Islamic regime as it allows Teheran to "buy time" and gives the republic legitimacy to enrich uranium, Israel Radio reported on Thursday.

In Jerusalem, Prime Minister Binyamin Netanyahu convened his seven-member inner cabinet to mull Israel's strategy regarding the deal, which, if accepted by Iranian leaders, would delay Teheran's ability to make nuclear weapons by sending most of its known existing enriched uranium to Russia for processing. However, Iran's deputy parliament speaker Mohammad Reza Bahonar was quoted by the official IRNA news agency as saying Iran "doesn't accept" the offer, drummed up at a nuclear meeting in Vienna.

Bahonar's remark is the first reaction on the draft in Teheran. But he does not speak for the government, which is to decide on the matter.

Iran proposed the deal on the presumption that in exchange for transferring what it considers to be a relatively small amount of uranium to be enriched abroad, it would receive legitimacy to enrich uranium on Iranian soil, officials reportedly told Israel Radio.

The unnamed officials were quoted as saying that they believe that under the cover of this legitimacy, Teheran would be able to pull off almost any trick, as Iran knows that international supervision is not efficient enough to reach every underground facility and every hidden batch of centrifuges.

In this way, the officials maintained, Iran hopes to gain more time and support from the public in Western countries. But Israel fears that at a certain point, the Islamic republic could return to enriching uranium at full capacity because according to the deal, the arrangement is limited in both time and amount.

The Israeli assessment is that the Americans are supporting the deal although they are not naïve and are aware of the Iranian deceptiveness, the Radio reported. But Washington is interested in taking confidence-building steps and in engaging diplomatically with Iran until this option is exhausted. The administration of US President Barack Obama is taking this path to ensure that eventually, it would be able to demand extreme measures and supervision of Iran to prevent it from achieving a nuclear military capability, Jerusalem officials reportedly said.

According to the report, officials have refrained from publicly commenting on the subject because the government's policy was to maintain contact at the inter-governmental level, and not issue public statements that could potentially harm the complicated American campaign.

Also speaking on Israel Radio, Brig. Gen. (ret.) Shlomo Brom, a senior research associate at the Institute for National Security Studies and former director of the Strategic Planning Division in the Planning Branch of the General Staff, explained that the understandings reached between Iran and the West mean the Iranian nuclear threat will not be imminent.

"As a result of the initial agreement, the urgency of the threat will be reduced, because the biggest concern was that Iran would take all of the low-grade uranium in its possession, a considerable amount, and enrich it to a military grade within a short time, enabling it to build a nuclear bomb," Brom said. "The amount [of uranium] that would be left in Iran [after it transfers uranium to be enriched abroad] would not be sufficient to build a bomb."

When asked how the deal may affect the possibility of a military strike on Iran, Brom predicted that "the US and Israel will not strike Iran's nuclear facilities in the near future, but the military option was not completely off the table."

Brom said that while there was "good reason" not to trust the Iranians, he believed it was "important to give this a try and see if Obama's new attitude will work."

"Israel's policy should be waiting to see if this path works, while continuing to improve its intelligence on Iran," he concluded.

All of their efforts have now come to nothing. The Israelis and the neoconservatives will, of course, continue the propaganda that Iran is still secretly processing uranium despite the new arrangements, [see above - ed.] but they know that this alone will not be enough to convince the world that it would justify an attack against Iran. The ploy is now unlikely to work though that won’t stop them trying.

Some other ploy will now be necessary to create the casus belli the Israelis and the neocons need to affect the regime change in Iran that is required to allow the Israelis to defeat Hezbollah and Hamas. This means that there will be a return to provocation in the West Bank and the Gaza Strip and heightened tensions over Lebanon in order to create, yet again, the conditions required to launch another war against the Palestinians and Arabs that might draw in Iran thus creating a strong enough casus belli to launch a regime changing attack against Iran based on their support for Hezbollah and Hamas.

Once again, the ball is now well and truly in Israel’s court.

Hitachi develops RFID powder
RFID keeps getting smaller. On February 13, Hitachi unveiled a tiny, new “powder” type RFID chip measuring 0.05 x 0.05 mm — the smallest yet — which they aim to begin marketing in 2 to 3 years.

By relying on semiconductor miniaturization technology and using electron beams to write data on the chip substrates, Hitachi was able to create RFID chips 64 times smaller than their currently available 0.4 x 0.4 mm mu-chips. Like mu-chips, which have been used as an anti-counterfeit measure in admission tickets, the new chips have a 128-bit ROM for storing a unique 38-digit ID number.

The new chips are also 9 times smaller than the prototype chips Hitachi unveiled last year, which measure 0.15 x 0.15 mm.

At 5 microns thick, the RFID chips can more easily be embedded in sheets of paper, meaning they can be used in paper currency, gift certificates and identification. But since existing tags are already small enough to embed in paper, it leads one to wonder what new applications the developers have in mind.

(Oct. 21) A Virginia man was busted for indecent exposure after he was caught in the buff. In his own home. Alone.

Eric Williamson, 29, got up at 5:30 a.m. Monday and went to the kitchen to make some coffee. He was naked, but he was alone in the Springfield house, so he didn't think it mattered.


A woman and a 7-year-old boy were cutting through Williamson's front yard from a nearby path, according to WTTG-TV, Channel 5 in Washington. Through his front window, they saw Williamson having coffee in his birthday suit.


Fairfax County police showed up and arrested him. Williamson said he had no idea anyone could see him, but police said they believed he wanted to be seen by the public, said WTTG, a Fox station.

If convicted, Williamson could face one year in jail and a $2,000 fine. He plans to fight the charge.
"If I stood and seemed comfortable in my kitchen, it's natural. It's my kitchen," he told the station.

Goldman Sachs: public must learn to 'tolerate the inequality' of bonuses
One of the City's leading figures has suggested that inequality created by bankers' huge salaries is a price worth paying for greater prosperity.

In remarks that will fuel the row around excessive pay, Lord Griffiths, vice-chairman of Goldman Sachs International and a former adviser to Margaret Thatcher, said banks should not be ashamed of rewarding their staff.

Speaking to an audience at St Paul's Cathedral in London about morality in the marketplace last night, Griffiths said the British public should "tolerate the inequality as a way to achieve greater prosperity for all". [wink wink wink!!]

He added that he knew what inequality felt like after spending his childhood in a mining town in Wales. Both his grandfathers were miners who had to retire from work through injury.

With public anger mounting at the forecast of bumper bonuses for bankers only a year after the industry was rescued by the taxpayer, he said bankers' bonuses should be seen as part of a longer-term investment in Britain's economy. "I believe that we should be thinking about the medium-term common good, not the short-term common good ... We should not, therefore, be ashamed of offering compensation in an internationally competitive market which ensures the bank businesses here and employs British people," he said.

Griffiths said that many banks would relocate abroad if the government cracked down on bonus culture. "If we said we're not going to have as big bonuses or the same bonuses as last year, I think then you'd find that lots of City firms could easily hive off their operations to Switzerland or the far east," he said.

America is secretly funding militant ethnic separatist groups in Iran in an attempt to pile pressure on the Islamic regime to give up its nuclear programme.

In a move that reflects Washington's growing concern with the failure of diplomatic initiatives, CIA officials are understood to be helping opposition militias among the numerous ethnic minority groups clustered in Iran's border regions.

The operations are controversial because they involve dealing with movements that resort to terrorist methods in pursuit of their grievances against the Iranian regime.

In the past year there has been a wave of unrest in ethnic minority border areas of Iran, with bombing and assassination campaigns against soldiers and government officials.

Such incidents have been carried out by the Kurds in the west, the Azeris in the north-west, the Ahwazi Arabs in the south-west, and the Baluchis in the south-east. Non-Persians make up nearly 40 per cent of Iran's 69 million population, with around 16 million Azeris, seven million Kurds, five million Ahwazis and one million Baluchis. Most Baluchis live over the border in Pakistan.

Funding for their separatist causes comes directly from the CIA's classified budget but is now "no great secret", according to one former high-ranking CIA official in Washington who spoke anonymously to The Sunday Telegraph.

We have taken the liberty to call it “Hillism”.

Now “Good” Taliban are in Afghanistan. “Bad” Taliban are in Pakistan. Hence the justification for more visible “occupation” of Pakistan which started with the Coup by Musharraf in 1999.

JERUSALEM (JTA) -- Israel's Counter-Terrorism Bureau warned its citizens against traveling to India due to a concrete threat of a terror attack.

The alert warns that the terror group identified as carrying out the terror attack in Mumbai last November is planning new attacks in India that will target tourists and Chabad houses and synagogues. Six Jews, including Chabad emissaries Rabbi Gavriel and Rivkah Holtzberg, were killed in the attack on the Chabad house there.

The warning follows a similar alert issued before Rosh Hashanah saying that Jews and Israelis could be targeted at Chabad houses and synagogues throughout the country.

Commandos killed Jews, says Israeli rescue group

NEW DELHI, Dec 2: A private rescue group from Israel has claimed that Indian commandos inadvertently killed some of the hostages in the terror attacks in Mumbai, and the claim has evidently embarrassed both governments, news reports said on Tuesday.

Meanwhile, the Indian foreign ministry held a briefing “to convey the deepest condolences of the Government of India to those countries whose nationals were killed in the terrorist attack in Mumbai.” Heads of mission from these countries were present in the briefing. “They were also informed of details of the terrorist attack and the investigation so far,” the ministry said.

Possibly following the briefing, the Israeli government slammed the Zaka group for alleging that Indian commandos might have inadvertently killed one or more Jewish hostages during the Nariman House operation, saying the “irresponsible” comments could cause considerable damage to bilateral ties.

“They are causing all kinds of problems,” a senior Israeli foreign ministry official said about the six-member team of the Zaka voluntary group that flew on Thursday “on its own volition” to Mumbai for a rescue operation after the deadly terror strikes.

“They are selling all kinds of stories to journalists looking for stories, and taking credit for things they didn’t do,” the official told The Jerusalem Post. It remains a mystery why India has allowed a clearly unauthorised group from Israel to carry out its self-styled rescue at the site of a mind-boggling crime. Usually such sensitive sites are sealed off to visitors till official investigations are underway.

To my mind, it seems apparent that the terrorists who kept the NSG commandos engaged and those who tortured and killed the hotel staff and guests were two separate groups.

This suspicion is intensified by the startling revelation that the terrorists also did not meet a clean death. Doctors who conducted the post-mortem said the bodies of the terrorists – especially their faces - were beyond recognition. The security forces identified the bodies as those of terrorists [on TV they said it was because of the presence of weaponry near the bodies]. One terrorist was shot through either eye (i.e., both eyes!!!). As the NSG commandos never got to such close range with the terrorists, and nobody commits suicide by shooting both his own eyes, it follows that the killers were somebody else. Since none of the hotel guests could have the kind of weaponry used in the conflict, this suggests the presence of a mysterious third party, making the terrorists the victims of a classic double-cross – the stuff of spy thrillers. Actually, it reminds one of the convenient murder of the alleged killer of President John F. Kennedy.
